Motion: Councilman Stark made a Motion to Accept the Town Bills dated from December 2017 through January 2018. Councilwoman Cibula Seconded Motion.

Home Business License (PASSED)
Motion: Councilwoman Cibula made a motion to approve Mark Barratt’s Home Business Li-cense, for Northridge Engineering Services, LLC. Seconded by Councilman Stark.

Appointment to Planning Commission (PASSED)
Motion: Councilman Stark made a motion to accept the Application and Appointment of Chris Murphy for the Planning Commission Alternate. Councilwoman Cibula Seconded.

Cemetery Sexton (PASSED)
Motion: Councilman Draper made the motion to accept the Application and Appointment of Mr. Howard Anderson as the Cemetery Sexton. Councilman Stark Seconded.

Building Application Process (PASSED)
Motion: Councilman Draper made a motion to move and accept to amend the Building Ap-plication Process to delegate the initial application review and approval to the Town Building Official, Clint Carter or his successor as Town Building Official. Councilman Stark Seconded Motion.

Business License Process Revision (PASSED)
Motion: Councilwoman Cibula made a motion to approve the change in the Business License process to have council member over the Business License to approve and notify the Town Council of business licenses. Councilman Draper Seconded.

Culinary Water Connection Ordinance (PASSED)
Motion: Councilman Stark made a motion to move and accept the revision of Culinary Water Connection Exchange Ordinance CFO 414-CE-2018. Councilwoman Seconded.

Budget - Redraft Ordinances by Attorney (PASSED)
Motion: Councilwoman Cibula made a motion to approve a budget of $2,500 to have an at-torney review, revise, and redrafting of our Ordinances and make sure they are legal and sound. Councilman Draper Seconded.

Appointment of Owner’s Representative of CDBG Projects: (PASSED)
Motion: Mayor Gustin moved to appoint Mr. Howard Anderson as the Town’s Representative for the construction CDBG projects. Councilman Draper Seconded.

Revisions to Public Hearing Requirements to Mirror State Law (PASSED)
Motion: Councilman Cook made a motion to table the Cedar Fort Revision to the Public Hearing Requirements to Mirror State Law. Councilman Draper: Seconded.
Vote: Aye: Cook, Draper. Nay: Gustin, Stark, Cibula
Motion: Councilman Stark moved to accept the Revisions to the Public Hearing Requirements to Mirror State Law on Ordinance CFO 200-PZ-2018. Councilwoman Cibula Seconded.
Vote: Aye: Gustin, Stark, Draper. Nay: Cook Motion is carried, the Ordinance CFO-200-PZ-2018 is hereby modified.
Cedar Valley Activities Committee (PASSED)
Motion: Mayor Gustin made a motion to establish an activities account for our town and community. He has agreed to accept the funds from Harmony Withers and others for the activities that have been and will be held here in Cedar Fort. Councilman Stark Seconded Motion.
Vote: Motion is carried and passed unanimously.
Town Hall Bollards (PASSED)
Motion: Councilman Stark made a motion to move and accept the expenditure for the Town Hall Bollards for the removal of old to new by Longridge Excavating for the estimate of $550. Estimate 354. Mayor Gustin Seconded.

Revisions to Commercial Business License Ordinance (PASSED)
Motion: Councilwoman Cibula made a motion to approve CFO311-CBD-2018 edits made to Commercial Business License Ordinance update and change from our last meeting to have a council member over commercial business license to approve. Seconded by Councilman Stark.

July 24th Activity Committee Chair (PASSED)
Motion: Mayor Gustin moved to accept Harmony Withers as the July 24th Activities Committee Chair. Councilman Stark seconded the motion

Town Recycle Bin (FAILED)
Motion: Councilman Stark motioned to initiate a recycle bin for every other week pickup. Mayor Gustin seconded the motion.

Fire Department Contract (PASSED)
Motion: Mayor Gustin moved to move forward with preparing an agreement to be finalized and negotiated, and have the final approval from the council, in joining forces on a 50-50 basis for Cedar Fort Fire Department. Councilman Cook wanted to clarify if this motion was just to move forward, but not to accept the contract. Mayor Gustin confirmed. Councilman Cook seconded the motion.

Budget Proposal FY2018-19 (PASSED)
Motion: Mr. Stark motioned to accept the proposed budget for the fiscal year 2018 and 2019 to be presented for the public hearing. Councilman Cook seconded the motion.

PTIF Resolution (PASSED)
Motion: Councilman Stark motioned to accept the resolution CFR 102-PT-2018 titled “PTIF Ac-count Administrators”. Mayor Gustin seconded the motion.
Vote: Motion is carried and passed.
Dirt Roads Maintenance Project (PASSED)
Motion: Mayor Gustin stated that he is open to other needs, beyond dirt roads and Station Road projects. He moved to approve a $37,000 expenditure from the BNC road funds to improve and grade the dirt roads in town, paying for diesel and fill and having Nolan Construction donate the equipment and labor to do that, not to exceed $37,000. Councilman Stark seconded the motion.

Animal Nuisance Ordinance (PASSED)
Motion: Councilman Draper motioned to accept changes and definitions as per the ordinance CFO-562-AN-2018 as presented in the 5-page document. Councilman Stark seconded the motion.

Motion: Councilwoman Cibula motioned to set up a recycle bin at the north end of the park for biweekly pickup for people in the town for the period up to six months. Councilman Stark seconded the motion.

Employee Pay Increase (PASSED)
Motion: Councilman Stark motioned to pass resolution CFR-105-SS-2018 for the increase of pay for town employees affected FY2018-2019, July 1. Ms. Cibula seconded the motioned.

Budget FY2018-19 & Certify Current Property Tax Rates (PASSED)
Motion: Mayor Gustin motioned to accept the proposed budget as the final budget and confirm the current property tax rates without change. Councilman Stark seconded the motion.

Water Source Monitoring Expense (PASSED)
Motion: Mayor Gustin motioned to approve a $1,000 expense for the video and other monitoring system as proposed by water superintendent for total expenditure of $1,000 with also an internet connec-tion at $35 a month. Councilwoman Cibula seconded the motion.

Motion: Councilman Stark motioned to accept the proposal from Great Discover for soft where set up of $299 and $49 a month for five years and to hold off on the automated mapping service until further information is obtained. And, to increase the fee of burial plot and internment by 50% surcharge. And to purchase a firesafe to safekeep original hard copy documents. Councilwoman Cibula seconded the motion.
