A new study by Texas Electricity Ratings reveals that Utah has the lowest average electricity bills in the United States. Utah residents pay an average of $93.21 per month for electricity, making it the most affordable state in the country for this utility.
The study analyzed data from the U.S. Energy Information Administration to determine each state’s average electricity costs and then compared those costs to the top ten destination states for movers. The study also examined data from the U.S. Census to determine the states with the most growth in 2023.
Here are the key findings:
- Utah has the cheapest electricity bills in the nation, averaging $93.21 per month.
- Hawaii has the most expensive electricity, with residents paying an average of $219.69 per month.
- Other states with low average electricity costs include New Mexico ($101.40 per month), Colorado ($107.17 per month), Illinois ($110.58 per month), and Wisconsin ($119.31 per month).
- States with high electricity costs include Connecticut ($200.49 per month), California ($174.26 per month), Texas ($171 per month), and Maryland ($167.11 per month).
According to Karl Trollinger, the CEO of Texas Electricity Ratings, “Data from the U.S. Census demonstrates that there is an ongoing post-pandemic trend for Americans to move south. However, many movers don’t realize how some of their new utility bills may compare to those they left behind”.
Trollinger also noted that, “On average, movers could expect higher electricity bills when relocating to states such as Tennessee, Texas, and Arizona”.
The study suggests that if Utah residents were to relocate, they could see their energy bills increase, depending on their destination. For example, moving from Utah to Hawaii would result in significantly higher energy costs.
Trollinger further states, “With the exceptions of Hawaii and Connecticut, most people relocating to these top ten destination states can expect higher electricity bills compared to their previous locations. The amounts can range from a few cents to over $82 depending on which state they left”.
“If you’re considering relocating, it’s essential to consider the increase or decrease of utility bills in comparison to your current location. Regional variations in electricity rates can lead to substantial differences in monthly utility costs, so failing to consider this factor can significantly impact your overall cost of living”.

Methodology
- The study examined data from the U.S. Energy Information Administration to determine the average electric bill cost of each US state. The states with the highest average monthly costs then determined the final ranking.
- Using this data, the study then compared the average cost of electric bills to those in the top 10 destination states to determine how much each state could save or lose by relocating there.
