EAGLE MOUNTAIN – The Eagle Mountain Planning commission is set to have their last meeting of the year on December 14th, 2021. The agenda is a packed one. This will also be the last meeting for Brett Wright the current Planning Commission chairman. Brett Wright was recently elected to fill the open City Council position that will be opened by Melissa Clark. Melissa ran for Mayor instead of City Council and lost to Incumbent Mayor Westmoreland by only 207 votes.
The Planning Commission (PC) has two discussion items for their Work Session at 5:30. They will be discussing the Wildlife Corridor Overlay Zone, as well as city wide Road Standards.
Eagle Quest East
A Master Development Plan, Preliminary Plat, Rezone and General Plan Amendment for 424 single family residential lots located on approximately 163.211 acres for an overall project density of 2.597 DU/AC. Located north of Sunset Flats, west of Lake Mountain Road parcel 59:006:0053.
The Eagle Mountain Planning Commission reviewed a concept plan for Eagle Quest East on July 27th 2021 at which time the applicant presented two concepts, concept 1 included 486 units and dedicated the full width of Arterial and Collector roads to the city, concept 2 included 426 units and did not dedicate full widths of Arterial and Collector ROWs to the city.
A number of items were discussed in the meeting including location of Parks, required secondary access to the development, transitioning, lot sizes/density, connectivity, and buffering of surrounding uses.
The plan includes 9.14 acres of Improved Open Space, 51.05 acres of Roadway, 9.04 acres of RD1 Zoned land (9 lots), 9.028 acres of R1 Zoned land (18 lots), 33.63 acres of R2 zoned land (134 lots) and 51.32 acres of R3 Zoned land (263 lots) for a total of 424 lots.
The developer of this property is Eagle Quest, LLC. One of the owners and the applicant is Kurt Ostler. Kurt was currently elected as the Mayor of Highland City.
Eagle Ridge
Parcel 58:044:0011 was annexed into Eagle Mountain on November 17th 2020, as agriculturally zoned property with a future land use designation of Agriculture/Rural Density One.
The applicant is proposing a general plan amendment to designate the property Agriculture/Rural Density Two, along with this general plan amendment the applicant is proposing to rezone the property to the RD1 zone, and is proposing a 17 unit preliminary plat.
This will consist of 17 Lots that will be zoned RD1 this will allow for lots 1 acre and above.
Triumph
Review/approval for a requested General Plan Map Amendment (Agricultural/RD2 to Foothill Residential); a Master Development Plan Permit, Rezone Application (RA to FR); and, a 235-lot single-family, residential Preliminary Plat “Triumph Subdivision” all on some 161.99 acres of land east of Pony Express Parkway and south of Eagle Mountain Blvd.
The land (the “Property”) made the subject of his application package comprises some 161.99 acres of land addressed as 2400 N. Lake Road (further identified as County Parcel/Lot # 59-019-0013.
The plat plan is for 233 single-family detached residential home sites, and is proposed to be zoned Foothill Residential with 1/3 acre to 1 acre sized lots.
Atlas Tower – Sunset Flats
Atlas Tower 1, LLC is submitting a Conditional Use Application to Eagle Mountain City Planning & Zoning Department for a Wireless Telecommunications Facility to be located in Eagle Mountain City, UT (Parcel Number: 590070077). This facility will be roughly 2,500 square feet and house an 80’ stealth grain silo telecommunications tower that can accommodate up to four wireless carriers. This request is made in an effort to bring quality voice and data services to an area lacking reliable coverage.
